Rural Economic Action Plan (REAP) Grant Program

The Rural Economic Action Plan (REAP) Grant was created by the Oklahoma Legislature in 1996 to improve life in rural Oklahoma. REAP provides critical funding for towns, counties, and unincorporated communities with populations under 7,000โ€”many of which have limited local resources.

Through REAP, communities can fund projects that:

  • Strengthen local economies and create opportunities for growth

  • Support cooperation among local governments

  • Improve public health and safety

  • Advance regional or local community plans

About the REAP Statute:
The Legislature recognized that rural areas face unique challenges, including lower incomes, fewer business investments, and limited tax capacity to support essential services. To address these challenges, REAP was established to give small communities flexible access to state funds for projects that enhance living and working conditions, promote economic development, and maintain a strong quality of life for residents.
